Investigations, intelligence and regulatory capability

Investigations and regulatory training.

Decisions that are lawful, reasoned and recorded.

Investigators, intelligence analysts and regulatory officers make decisions that affect people’s rights, safety and livelihoods. We build the judgement and professional practice to make those decisions lawfully and consistently.

Knowing the process is not enough.

Investigation, intelligence and regulatory decisions are tested by review, by courts and tribunals, and by the public. They must be lawful, evidence-based and clearly reasoned.

That takes more than procedural knowledge. It takes the judgement to apply the process to real cases, under scrutiny, and to explain the reasoning afterwards.

  • Are investigations planned and documented consistently?
  • Can officers exercise their powers lawfully and with confidence?
  • Is evidence gathered, handled and recorded to the standard?
  • Would decisions survive internal review, a tribunal or a court?
  • Are analysts producing assessments decision-makers can act on?
  • Is regulatory practice consistent across teams and regions?
  • Are new powers and tools rehearsed before they are used?
  • Can you show officers are capable, beyond being trained?

Three disciplines, one standard of practice.

Many organisations need all three. We build them as connected capability, so investigators, analysts and regulatory officers work to a shared standard.

Investigations

From first report to finalised brief

  • Investigation planning and management
  • Evidence collection, handling and continuity
  • Investigative interviewing
  • Briefs of evidence and reporting
  • Aligned to the Australian Government Investigations Standards

Intelligence

From collection to assessment

  • The intelligence cycle and requirements
  • Structured analytical techniques
  • Assessment writing for decision-makers
  • Information handling and security
  • Intelligence support to operations

Regulatory practice

From monitoring to enforcement

  • Monitoring, inspection and audit
  • Compliance and enforcement decisions
  • Exercising regulatory powers
  • Statements of reasons and record keeping
  • Risk-based regulation

Practice built around your cases and powers.

People build judgement by doing the work. Our programs use your legislation, powers, procedures and realistic cases, so practice transfers straight into the role.

Capability is demonstrated through assessment, not attendance.

  • Simulated inspectionsExercise new or existing powers in a realistic inspection, then debrief the decisions made.
  • Investigative interviewing practicePlan, conduct and review interviews with structured feedback.
  • Evidence handling exercisesCollect, record and maintain continuity of evidence to the standard.
  • Brief of evidence preparationAssemble and review a brief ready for scrutiny.
  • Analytical exercisesApply structured analytical techniques to realistic intelligence problems.
  • Decision scenariosMake and record decisions, and write the reasons that support them.

A taste of how we work.

Every program uses realistic situations drawn from the work. Here is a short example of the kind of scenario participants practise.

Nationally recognised training

Investigations and intelligence qualifications.

Delivered as a standard program or contextualised to your legislation, powers and procedures. Individual units of competency and statements of attainment are also available.

Delivered and assessed by Wisdom Learning Pty Ltd, RTO 88062.

Recent work.

Investigations and regulatory programs we have delivered, each labelled by how we know the result.

New regulatory powers, tested before use

A regulator introduced new investigation powers and new tools. Wisdom Learning designed a workshop and a simulated inspection in which officers used the new powers, tools and templates in realistic conditions, made decisions and explained their reasoning before live use. The exercise generated recommendations to refine tools and workflows.

Consistent analytical reasoning for an integrity body

An integrity body needed its assessment officers to apply structured analytical reasoning consistently. Wisdom Learning built the program around the organisation’s own assessment process, with officers practising structured analytical techniques on a realistic case. Participants reported improvement on nine of the ten measures evaluated (self-reported).

Questions about investigations training.

Short answers to the questions organisations ask us about this work. If yours is not here, ask us.

Are your programs aligned to the Australian Government Investigations Standards?

Yes. Our investigations programs are aligned to the Australian Government Investigations Standards, and the PSP40416 Certificate IV in Government Investigations and PSP50416 Diploma of Government Investigations can be contextualised to your agency.

Can you build programs around our legislation and powers?

Yes. We contextualise programs to your legislation, powers, procedures and case types, and use realistic scenarios drawn from your environment.

Can experienced investigators gain a qualification?

Yes. Recognition of prior learning is available, so experienced practitioners can have their existing skills assessed against the qualification.

Can you help us prepare for new powers?

Yes. We design workshops and simulated exercises so officers can practise new powers, tools and templates before they use them live.

Can you deliver in security-sensitive environments?

Yes. We work in environments where security clearance, discretion and protective security obligations apply, with security-cleared trainers.
