Sector: Emergency management and recovery

Emergency management training and exercises.

Command, exercises, use of powers and recovery.

Command and leadership programs, tabletop exercises and scenarios, training in the lawful use of powers, and recovery capability for emergency services and the agencies that coordinate them, in partnership with C2 Operations.

Readiness is built before the event.

Emergencies test command, coordination, judgement and wellbeing all at once. The time to find the gaps is in an exercise, not on the fireground or in the recovery centre.

We help emergency services and coordinating agencies build that readiness, and show it.

  • Are commanders ready to lead complex, multi-agency incidents?
  • Are plans tested before they are needed?
  • Are lessons from past events applied?
  • Do officers use their powers lawfully and confidently?
  • Can volunteers and community groups be integrated safely?
  • Do crews and staff recover well after long campaigns?
  • Is capability consistent across regions and units?
  • Can you evidence readiness to government and the community?

What we do.

Four ways we build emergency management capability. Most programs combine more than one.

Command and leadership

Leading under pressure

  • Command and leadership programs for operational leaders
  • Decision-making with incomplete information
  • Briefing, handover and communication
  • Leading crews through long campaigns

Exercises and scenarios

Testing plans before they are needed

  • Tabletop and discussion exercises
  • Scenario-based and multi-agency exercises
  • Facilitation and expert evaluation
  • After-action reviews and lessons management

Powers and decision-making

Using legislative powers lawfully

  • When a power applies, and when it does not
  • Making and recording reasoned decisions
  • Explaining decisions afterwards
  • Realistic scenario practice

Recovery capability

Supporting communities after the event

  • Integrating informal volunteers safely
  • Coordination across councils, agencies and community groups
  • Trauma-aware practice
  • Practical tools and resources

Readiness you can evidence

Operational expertise, capability design, evaluation

How we run an exercise.

From a one-hour discussion exercise to a multi-agency scenario, every exercise follows the same disciplined process, and ends with lessons your organisation can act on.

  1. ScopeAgree the aim, objectives and the plans or capabilities being tested.
  2. DesignBuild a realistic scenario and injects around your risks and arrangements.
  3. ConductFacilitate the exercise so participants make real decisions under realistic pressure.
  4. DebriefCapture observations from participants, facilitators and evaluators.
  5. LessonsTurn observations into insights and lessons, and track them to action.

Recent work.

Programs we have delivered with emergency services and recovery agencies, each labelled by how we know the result.

Resilience for teams under pressure

Our psychological safety and resilience workshops build on Creating Resilience, our LearnX Platinum 2025 program for intensive care teams.

New regulatory powers, tested before use

A Commonwealth regulator introduced new investigation powers and tools. Wisdom Learning designed a workshop and a simulated inspection in which officers used the new powers, tools and templates in realistic conditions before live use.

Emergency services and recovery examples are available on request, with client details removed.

Questions emergency services ask us.

Short answers to the questions organisations ask us about this work. If yours is not here, ask us.

Do you design and facilitate tabletop exercises?

Yes. With our partner C2 Operations, we scope, design, facilitate and evaluate tabletop, discussion and scenario-based exercises, from single teams to multi-agency events, and capture lessons your organisation can act on.

Do you run command and leadership programs?

Yes. We design and deliver command leadership programs for emergency services, focused on leading under pressure, decision-making and communication.

Can you train officers in the use of emergency powers?

Yes. We build capability in the lawful and confident use of emergency powers, delivered face to face, online and through digital modules, drawing on our wider experience in regulatory powers and decision-making.

Do you work with volunteers?

Yes. We design programs for volunteer-based organisations, and for integrating informal volunteers safely into recovery.

Is this nationally recognised training?

No. These are tailored programs and exercises. They are not nationally recognised training.
